Chairperson Proctor opened the hearing on HB 2166 and asked Mike Heim, Assistant Revisor, Office of Revisor of Statutes, to give an overview of the bill. (Attachment 1)

Revisor Heim answered questions from Committee members.

Mark Skoglund, Executive Director, Governmental Ethics Commission, was recognized by Chairperson Proctor and gave proponent testimony on HB 2166. (Attachment 2)

Mr. Skoglund stated HB 2166 updates "paid for" requirements for elections that are not subject to the Campaign Finance Act, local ballot issue advocacy, and constitutional ballot advocacy, to be identical to requirements for state office.

Questions were directed to Mr. Skoglund.

There were no other proponents, opponents, or neutrals to testify on this bill.

Chairperson Proctor closed the hearing on HB 2166.
