Minutes for HB2299 - Committee on Child Welfare and Foster Care

Directing the secretary for children and families to consider foster parents as prospective adoptive parents under certain circumstances.

The Chair opened discussion on HB2299 and asked if there were motions to amend.  Representative Humphries motioned to amend, seconded by Representative Johnson, giving child custody jurisdiction to the district court   (Attachment 4)  A discussion period followed.  Motion passed.   Representative Ousley expressed his concern this amendment would now affect numerous cases.   

Representative Ousley motioned to strike certain right to appeal language, seconded by Representative Hougland. Representative Ousley sited testimony, previously heard from FosterAdopt Connect and Children's Alliance of Kansas, as support for his amendment. (Attachment 5).  A discussion period followed.   Questions were asked and answered.  Opposition was expressed by certain committee members; reiterating the amendment was not in the best interest of the child, nor considered the rights of foster parents to have a voice.   Representative Ousley closed on his amendment by offering language from the Kansas Judicial Branch "Child in Need of Care Code Book", previously disseminated to committee members. Motion failed. 

Representative Humphries motioned to pass favorable, as amended HB2299 out of committee.  Seconded by Representative Johnson.  Motion passed.
