Chairperson Bowers opened the hearing on SB301.  Charles Reimer, provided a briefing on the bill.  Mr. Reimer addressed questions from the Committee.

John Goodyear provided neutral testimony for SB301.  He noted they are neutral on the bill, but are leaning towards support from a city prospective.   Mr. Goodyear indicated the proposed change already reflects what the League recommends as best practice for their member cities.  (Attachment 2)

Mr. Goodyear addressed questions from the Committee.  Via an e-mail read by Chairperson Bowers, Mark Skoglund, Executive Director, Kansas Governmental Ethics Commission, provided information in response to some of the questions from Committee members.
