Minutes for HB2842 - Committee on Legislative Modernization

Short Title

Transferring all information technology services under the chief information technology officer of each branch of government, creating chief information security officers within the judicial and legislative branches, requiring a chief information security officer to be appointed by the attorney general, secretary of state, state treasurer and insurance commissioner and requiring the chief information security officers to implement certain minimum cybersecurity standards, making and concerning appropriations for the fiscal years ending June 30, 2025, and June 30, 2026, for the office of information technology, Kansas information security office and the adjutant general, authorizing certain transfers and imposing certain limitations and restrictions, and directing or authorizing certain disbursements and procedures for all state agencies and requiring legislative review of state agencies not in compliance with this act.

Chair Wasinger opened a hearing on HB2842.

Natalie Scott presented to the Committee an explanation of HB2842(Attachment 1) She stood for questions.

Vice Chair Carpenter presented to the Committee testimony in support of HB2842 citing the bill "represents a critical step forward in securing the information technology infrastructure of the State of Kansas".  (Attachment 2)  He stood for numerous questions. 

Bayless presented to the Committee testimony neutral to HB2842, posing questions "to ensure that the judicial branch achieves the intentions of the bill and to see if there are possibilities for clarification or changes that could advance our system." (Attachment 3)  She stood for questions.

Maxon presented to the Committee testimony neutral to HB2842, highlighting "four key changes . . . necessary before it can move forward". (Attachment 4)  He stood for questions.

Barker presented to the Committee testimony neutral to HB2842, indicating "the secretary of state's office supports the effort to strengthen the state's cybersecurity". He then detailed a history of the office's experience with cybersecurity.  (Attachment  5) He stood for questions.

After all questions from the Committee were answered, Chair Wasinger adjourned the meeting at 10:24 am.
