The hearing was opened.  Chuck Reimer, Kansas Revisor of Statutes, provided an overview.

David Lefford, gave proponent testimony. (Attachment 1)  Kansans should be given the option of receiving written or printed pay stubs on payday.  Many employers have gone to electronic delivery only.  Some are emailed but most are accessed through outside vendor's such as KRONOS.  Another option is to print the statement at work, home or public computer.  Unfortunately, many do not have access to a printer at home and public computer security is not safe.  Five states have recently passed legislation requiring written or printed pay statements. Kansas should join that group.

Senator Oletha Faust-Goudeau, gave proponent testimony. (Attachment 2)  Easier and less stressful to have a hard copy and not have to struggle with passwords and websites.  People should be able to choose to get a hard-copy or an electronic pay stub.

Dina Cox, Society for Human Resource Management, gave opponent testimony. (Attachment 3)  This bill as written does not allow electronic delivery.  Providing a hard copy statement to the employee on the same day as wages are paid is not possible in many instances due to illness, job location and liability of delivery services.  It will cost employers more money to send out.
