Chris Waggoner, provided the committee with a briefing on HB2762.  (Attachment 1)

David Harper, Director, Division of Vehicles of the Kansas Department of Revenue, gave proponent testimony as to how this bill would provide statutory authorization for the department to begin processing the implementation of mobile driver's licenses and identification cards in the state of Kansas. The two primary reasons for implementing a mobile drivers license and identification card program is for security and convenience. (Attachment 2). Kent Selk, Driver Services Manager of the Kansas Department of Revenue, answered questions from the committee.

Ed Klumpp, Legislative Liaison, Kansas Association of Chiefs of Police, Kansas Sheriffs Association, Kansas Peace Officers Association, gave neutral testimony to the committee, stating that the agencies he represents do not have a problem with the technology being proposed in the bill or the safeguards included in the proposal; however, they do have concerns with its use in interactions with law enforcement officers because the technology  must be balanced with officer safety factors.  (Attachment 3)

There were no opponents to the bill.
